You got a crazy boss
Try a dog boutique – they have like doggie beer, doggie pizza, doggie hats, custom bday cookies. You can also ask them for games or ideas. They love to talk.

For small dogs, get doggie clothing from Chi-wa-wa-ga-ga.com. They have the FUNNIEST costumes, a very friendly staff, and a HUGE selection.

For games,fastest bisciut eater,longest tail wagger,and best trick.Google local pet bakeries for a cake,gift bags with a treat bandana or doggy bling.Keep in mind a party with kids and dogs the people food needs to be safe for dogs,skip the chocolate stuff.For kid games,pin the tail on the pup is a must.

Tell your boss this has absolutely nothing to do with the job you were hired to do. If they still want you to plan this party, present them with a bill as an independent contractor. Make sure it’s large enough to discourage them from taking advantage of you in the future.

Play Simon Say’s with the dogs and handlers. Simon say’s "sit, lay down, etc". A good way for fun and training.
Give out doggy baskets with treats, toys, etc. at the end of the party because some dogs can be toy, food aggressive and the last thing you want is a dog fight.

since it’s going to be inside…i’d make sure there’s a big space without anything valuable or breakable in it – because chances are, the dogs are going to knock it over.
i’d get little doggie goodie bags, with a toy, bone, treats, brush…etc.
for games, and this is including both kids and dogs, make a little "doggie pinata" and get the kids to try to break it (make sure the dogs aren’t close enough to get hurt though, then finally, when someone got the pinata open, the dogs can go out and eat the treats that are in it(: (make sure its filled with doggie treats/kibble and doggie treats only!) and nothing frizzy…you don’t want a dog to eat that accidentally.
maybe you can make a dog agility course, if you have enough space.
or, you can organize a fetch game. each kid and their dog has a tennis ball, and the team that brings the ball back the most in a certain amount of time wins(:
you can also do something similar with simple obedience contests…whichever dog obeys the kid the most wins(:
and a talent show would be cool…gives dog and kid the chance to show off their tricks.
you should also have kid/dog prizes too…just to encourage them.
and of course…make sure each guest (2 and 4 legged) leaves with something! some might not be the playing type.
as for a cake…you might want to go to a dog boutique for that.
don’t get any party hats/balloons…etc. for the dogs. those could be potentially harmful for the dogs to swallow.
basically…anything you think might be creative and cute should work fine(: a long as it is kid AND dog appropriate, won’t put either in danger, and is something a dog might enjoy also.

Dress up party for the dogs maybe, costumes….dog games, fetch, lay down, roll over, just basic things see who’s dog is the best trained.
treats, prizes for the best costume, best overall dog.
prize for largest dog there and for smallest dog there,.
For Demons birthday, we all went to the kennels, and all the dogs were given alittle sugar free vanilla ice cream from Braum’s, all got a new treat bone.
Demon, got his new little doggie sweater, which I might add he hates to wear, no matter how cold it is,.
You could do little dog cakes you can get them at Pets mart, its like a treat, but looks like a little cake shape……
