Like people birthday parties, dog birthday parties can be as formal or as low-key as you want. You can choose a theme, send out invitations, put together goody bags, and dress your pup up. Here's more info:

Have food for the owners and dog treats for the dogs. Dogs do not eat cake. Let the dogs play together, they won’t play party games.

What a cute question! I love it!!
Lets see here. The dogs could play tug-of-war with old socks or lengths of rope with knots in it. They could have a door prize drawing (a toy with a number on it, whoever has the number that’s drawn gets the prize).
If it’s warmer where you live, you could put treats in ice cube trays and then freeze them to give the dog something to play with outside.
My vet sells doggie ice cream, as does a pet store here. But you can also order it online. Petsmart has a dog brownie mix (no chocolate of course). I got it for my dog’s first birthday. People can eat it too. My dog and my little 5 year old cousin LOVED it!!
